SBE Certification Eligibility Requirements

• Business Size Standards – The firm must be classified as a small business according to the Small Business Administration (SBA) size standards for its industry.
• Independently Owned and Operated – The business must operate independently and not be controlled by a larger entity.
• Principal Place of Business – The firm must have a primary business location within the NCTRCA service area.
• Ownership and Control – The business must be at least 51% owned and controlled by U.S. citizens or legal permanent residents.
• Gross Revenue Limits – The firm’s average annual gross receipts must not exceed the small business size threshold established for the SBE program.

The Minority Business Enterprise (MBE) Certification is designed to increase contracting opportunities for minority-owned businesses.

MBE Certification Eligibility Requirements

• Ownership – The business must be at least 51% owned by one or more minority individuals who are U.S. citizens or legal permanent residents.
• Control & Management – The minority owner(s) must manage, control, and actively participate in the business's daily operations.
• Independently Owned & Operated – The business must be independent and not controlled by a non-minority entity or individuals.
• Principal Place of Business – The firm must have its primary business location within the NCTRCA service area.
• Active Operation – The business must be currently operational and engaged in activity.
